Most of the end user functionality in Elgg comes from plugins. If you downloaded the full Elgg bundle it will come with a selection of plugins pre-loaded, which are listed below. If you downloaded the core engine, you can find a list of available plugins over at elgg.org.

You may find the instructions for downloading and installing plugins useful.
