Problem: My design is broken.
Solution: Try to disable simplecache if you use custom theme put it on buttom in your pluginlist.
Problem: Some plugins are broken.
Solution: Plugin should be written for your elgg version. Check plugin description requirements.

No CSS after upgrading, installing and so on.
Solution: Enable and disable simplecache Check your header.php in mod/theme_yourtheme/views/default/page_elements/ CSS Link should be correctly adressed in your header betwen <head> and </head>
